Traumatic Brain Injury (TBI)—New Regional Program

Traumatic Brain Injury (TBI) has now been recognized by the state as a low incidence disability to be covered by Regional Programs. Historically in the state of Oregon a cadre of consultants trained by Teaching Research Institute has served students with TBI. This model had its drawbacks. Many districts, or educators within the districts, did not know that these consultants were available to help. The consultants tried to get the message out, but when changes happened within districts, the message would get lost. Now with TBI being brought into the regional program system, the districts should/will know how to contact help for those students.
 
TBI as a regional program is in its infancy. At this time, it’s being supported by having a liaison in each region who will be a point person for referrals, sit on a state working group to define the program and organize the consultants in the region. In the Southern Oregon Region, (Jackson, Klamath, Josephine, Douglas and Lake Counties), Vicki Bernard, Supervisor of Special Programs (and TBI consultant for 14 years) has been appointed as that liaison.
 
One organizational meeting has happened in the region with consultants from Jackson, Klamath and Douglas Counties. At this time there have been no consultants recognized/found in Lake or Josephine Counties. The first state working group meeting is being held on November 15th in Portland. The agenda for that meeting includes setting a context (review of existing TBI resources and educational team structure), discussion of issues (regional TBI Liaison role and process for identification of regionally eligible students), building state capacity through the regional programs and existing resources, and development of an action plan.
